maybe because despite the fact that Rei always teased and bullied Usagi and they constantly argued in the 90s anime, deep down they probably had the closest friendship with each other. Of course Usagi was close to all the other girls too and loved them all, but she was probably especially close to Rei.

Macarons are French sweets, they are everywhere in France and have become very popular worldwide so you can find them in many countries too, the most famous pastry shop in the world to get macarons is Ladurée, they have shops in many countries including the US. Macarons are typically found in more high-end bakeries and shops that specialise in French sweets.
