I think they gave season 3 to Penelope and Colin because they had laid the ground work for them. Just as Anthony and Sienna were the subplot in the first season, then Anthony became the front man in the second season. They did the same with Pen and Colin and Pen and Eloise being the subplot in the second season and now they will be at the forefront in the third season. With Benedict we haven't even seen him meet Sophie which I guess they will show us in the third season. So Benedict and Sophie will most likely be the subplot of season three and then Benedict's love story will be told in season four.
