He killed an innocent mother and child, and yet the saviors are against that! Negan killed his own people when they hurt women or children. He doesn't stand for that at all!

Yep, that's why so many people followed Negan cause in a world of craziness he gave them a sense of stability, and his rules were pretty simple: do as he says and in return you have shelter, clothing, food and protection.

Yep! I mean it couldn't be too bad, because his own people would go crazy if Negan wasn't around to lead them. But he had a system that worked for them.
