Yeah, he'll be involved somehow. Linc won't know where the photo was taken, so he may have gone to Kellerman to get more information.

That's my assumption
 I think he'll be running things from government POV which is how we will see him cause he obviously 4 years after the events of the finale is a congressman cause we saw that flash forward__________________
