Not really. The Flash was usually more chummy with Hal Jordan, the Green Lantern. And Oliver was also a frequent partner of the Green Lantern.
There was even a regular Green Lantern/Green Arrow team up comic book title back in the 1970's. I guess they thought the "Green" theme made them go well together.
