Got so excited when Heather said "co-maid in honor" absolutely made me very happy that Cat made both of them maid of honors

No way in any world would she have been able to pick both are her sister, even if Heather is only blood related. Tess is as much a sister to her

No other way around it they had to have shared the maid title, no way one over the other
