I think so. He just didn't realize it. I think the episode that he started to realize how much he cared was when he slept with Isabel and saw Felicity's reaction. He realized that he hurt her and disappointed her and it mattered to him. If he wasn't in love with her I don't think he would have cared so much.

Of course I might have my episodes mixed up. I'll have to make it another thing to watch for!

Exactly Laura, when I saw 2x06 I knew he had feelings for her because of his reaction. He wouldn't have cared otherwise.

IA. I think Felicity always liked him and probably had a crush on him even before he walked into the office. He was the handsome rich playboy she secretly liked but never would have admitted. A fan girl crush type of thing. And then she met him and found out what kind of person he really was and fell even more in love.

pretty much. Same, Kate but 3x01 kinda changed that for me. he definitely started developing feelings for her since that first day, from what he says on their date. And he always trusted her inexplicably, now it all fits better.
