I think the writers may have been referencing that like how the characters in The Wizard of Oz were a bunch of misfits who came together and formed a solid bond so did Team Arrow. And Team Arrow have attributes of the characters in The Wizard of Oz so I get the reference.

Yes, when Felicity said good-bye to Roy, she said "I'll miss you most of all scarecrow" as she was hugging him. That was a reference to the Wizard of Oz and like pollock said most likely they did that because TA is also kind of a group of misfit unexpected friends like the group in Wizard of Oz.

Oh, I see. Yeah, I read the explanation of that . Maybe it's kind of a reference of how good was the friendship between Felicity and Roy, and somehow, this came from Emily and Colton's frienship in real life.
