It's literally because the MCU has already given most of Sharon's comic attributes to Peggy and Natasha so when it came time to write for Sharon in the movies and TV show, they couldn't do much with her because she'd already been divvied up so they're just whatever because women are interchangeable.

Like the snarkiness and dry humor of Natasha (esp in The Winter Soldier movie) is basically Sharon's personality. And Peggy is the first female director of Shield in the movies but it's Sharon in the comics. Maria Hill and Daisy Johnson are the only other female directors after Sharon.
