I don't think so cause SLJ had interviews saying he didn't get why Marvel wouldn't call him to be in more movies. He sounded mad and disappointed he wasn't in Civil War and Black Panther. He sounded like he wanted to be in those films.

The one w/ Black Panther, I was expect to see him in that one, but I remember Sam mentioned about that one..

i think Fury was working with the Secret Avengers, Nomad/Cap, Natasha, and Sam, between Civil War and Infinity War, and Marvel just couldn't find a way to shoe-horn in a SHIELD-less Nick Fury, in the limited amount of films between the two epic events. Fury and the Secret Avengers, are on the run from the UN and the Sokovia Accords, so it makes sense, movie-wise, why they are scarce in the two years between CW and IW.

Plus he has to pretend to be dead when CW happened or before that.. I can't remember either one..
