Judging from what I watched, those 4 have done more terrible things than Helen. Conrad and Emily has destroyed the lives of many people in this show.

Yes they have done a lot of bad things, but Helen was part of the initiative, and thus responsible for the downing of flight 197, pretty sure that's a lot of lives ruined there

Since I'm a HUGE Michael Trucco fan from way back on Battlestar Galactica, I think he makes a great #2 Big Bad. Anyone who saw him on the two-part Criminal Minds episode this season can vouch for just how Big Bad he can be!
