Still they should have known better considering Emma was a thief and Charming married one. Maybe that was their oroblem, they expected Will to act like Snow or Emma and not steal in that situation becauase it wouldn't be honorable.

He is listed as a series regular for Season 4 so I imagine he will be in quite a few episodes but I'm not entirely sure which ones.

Since he is regular he could be in every episode, but might not be, so we'll just have to wait and see on each episode to know if he's in it or not.

We might get more of him once we find out why he's in SB and what he's up to.

^Yes, that is the problem with regular. They are credit in all of them even if they are not in the episode!

Why, exactly, is it a problem for Series Regulars to be credited but not appear?

It's just not a guarantee that they will be in the episode. When the press release comes out it lists him but that doesn't mean he's in the episode.

I wrote about it earlier, but I say it again. We never know for sure if they will be in the episode or not. For guest stars it is easier because they only credit in the episode they appear in. So that is the problem. That we just have to wait and see if they appear or not in the episode.
