I think Emma is basically being affectionate with Snow because she is going to use Snow's - and Charming's - love for her as a weapon. She's already putting a lot of guilt on them, saying they failed her without letting them remember how. Maybe that's part of Emma's idea of this "punishment" - Snow easily feel guilty, as shown in the past, so Emma might be using that against her mother.

I have no idea if this is true, but wasn't it speculated that Dark One Emma would have no inhibitions? Maybe she's been holding in how she feels about her childhood and she is now finally expressing those feelings? I have always seen Emma as blaming Snow more for how things happened.

I do think Emma's thing will be mostly doing emotional harm, but who knows, might be some physical harm as well. Either way, it's going to hurt Snow, and once Emma is no longer the Dark One, it will hurt Emma too, knowing what she's done.
