I thought he was still 14 when he left FTL. After a few months in London he would have been 14-15 when he came to Neverland.

They've never clarified that. As an inside joke, they used the actor's birthdate on his wanted poster, which would make him twenty-three when Emma was seventeen year. However, since Bae would have been using fake ID and was probably trying to claim to be as old as he could get away with when he landed in this world, I don't think the birthdate is reliable in-show. The actor is only sixteen months older than the actress portraying Emma, so I think they're supposed to be close in age on the show.

I think he was at least twenty. He had to be in our world for some to learn to drive, get a job, lose it, learn streotypes, etc. So I think he was in our world for five years.
Unfortunately the inside joke has gotten out of hand on tumblr. I really wish the writers didn't put that date or had younger actors

This is just me, but I figure Bae showed up in our world and got ahold of a fake ID that let him start at fifteen or sixteen the things he normally wouldn't be doing till eighteen or nineteen. I think he was also a quick study and that he had the knack of quickly blending in. I see him as first developing this in London and then using it sometimes when dealing with Lost Boys or others who may have passed through Neverland.

But, I prefer that he and Emma be close enough in age that I don't have to feel there's an "ick" factor.
