No, I don't see him celebrating, in fact Cece would hide the fact for a while.

So Ruth started her period when she was ten and after that Cece started taking out the trash, her excuse was "Babe, you work too hard." Well, that worked for about six months, then she got sick. So when Schmidt was cleaning up, he found it.
Schmidt: Cece, tell me you were using our daughter's bathroom. Tell me...
Cece is a little out of it, lying in bed with a bad cold.
Cece: Schmidt?
Schmidt: The bathroom, Ruth's bathroom!
Cece: What?!
Schmidt: Jess! I know, Jess came over last night....... (He raises his hand and his index finger because he has it figured out) That's it.
Cece: (She is a little more awake by now) Babe, come here.
She gestures for him to sit down beside her. He is a bit hesitant, because of her germs. I mean he loves her, but he wants to live!
Schmidt: Ah....
Cece hands him the hand sanitizer.
Cece: Schmidt (She grabs his hand) Ruth, our baby, is becoming a woman.
Schmidt starts to get up, she stops him.
Cece: Babe, Babe, you have to calm down.
Schmidt: No, no.... (He stands up, and starts pacing) She is too young Cece!
Cece coughs and then speaks.
Cece: I know, I know but you can't fight time. Soon she is going have crushes and will want to be dropped off a block away from school.
Schmidt is clearly unhappy at those prospects.
Schmidt: Noooo!!!
Ruth overhears it and comes in.
Ruth: What's the matter Daddy?
Schmidt: Nothing, Daddy just stubbed his toe.
Ruth: Mom, Tommy is picking me up in a hour.
Schmidt: What?
Cece: They are working on a school project.
Ruth turns to leave.
Ruth: Daddy, we are still on for tomorrow, right?
Schmidt: Uh, yeah, yeah.
Cece: Our weekly tea party.
Schmidt: I guess, we haven't lost our little girl yet.
He leaves all happy to get ready for tomorrow.
Cece: Schmidt.....babe, I could use some tea too. (She coughs) Schmidt......

Cece: Ruth, what's the matter?
Ruth: Dad showed me the list of people he invited to my "surprise" party.
Cece: Yeah?
Ruth: It's all girls!
Cece: Oh yeah.
Ruth: It's hard to get excited without the guys. Mom, you were young once, you know how I feel.
Cece: I do, and that's why I took that list and added a few names.
Ruth: Is Bobby's name on that list?
Schmidt happens to walk by when she said that.
Schmidt: Bobby, list? What is going on?
Cece: Ah, list of people that she did better than at the science fair.
Schmidt: Oh, that's my girl!
He walks away proud.
Ruth: Mom, I came in almost last in the science fair.
Cece: What your dad doesn't know, won't hurt us.
Ruth: You're right. He thinks I still talk to my stuffed animals.
They laugh.

Ruth: Yeah.
Cece: I am so happy for you!
They hug. Schmidt walks in.
Schmidt: What's going on?
Cece: Tom asked her.
Schmidt doesn't understand.
Ruth: He asked me dad!
Schmidt shakes his head.
Cece: Prom Schmidt, he asked her to prom.
Ruth: This is going to be the best night of my life.
Schmidt: Well, of course it will be. Right after I have a little talk with that young man.
He walks away.
Ruth: Mom!
Cece: I know.
Ruth: He can't! Please, I can't go through this again.
Cece: I think you are over reacting. It's not that bad.
Ruth: Please, my first date, there was not one moment, where we were alone.
Cece: I'm sure, that's not true.
Ruth shows her the pictures from that evening and all of the pictures have Schmidt in the pictures, including one with just Schmidt and her date. Who looked a bit confused and Schmidt looks happy in all the photos.
Cece: Well, someone had to drive.
Ruth rolls her eyes.
Ruth: But that doesn't explain last week.
Cece: Last week?
Cut to flashback
We see a car on the side of the road at night, it's Ruth and her date driving. Then we see the cop car pulled up behind her. Winston comes by.
Her date: Sorry officer, did I do something wrong?
Winston: I'll ask the questions.
So he waits, and waits. There is like a couple minutes of awkward silence.
Winston: So um, where are you going?
Date: To dinner, and maybe a movie.
Winston: Maybe? You don't know where you are going?
Ruth is giving him a real stop this, look right now. So he is avoiding her gaze.
Date: I, I do. We are going to the movie theater on 2nd street.
Winston: Okay, now we are getting somewhere.
Date: So, we are good then?
Winston: Almost, almost, just wanted to know, what are your plans for after high school?
Date: Huh?
Winston: I, yeah just want to make sure that you can take care of this young lady. Uh, because you know she is part of the community, that I am sworn to protect.
Date: I am part of the community too, so shouldn't you protect me?
Winston: Oh, I see what you did there?
Date: Do, I didn't do anything. (He looks so confused at this point)
At that point another cop car shows up.
Ally gets out and comes over.
Ally: Bishop!
Winston: Ah, what, what are you doing here?
Ally: That's what I would like to know. Why am I getting texts saying that you are harassing this young man?
Winston: Harass, there has been no harassment. I have just been getting to know one of the young men from our community.
Ally: Mmhm..... Ally to Ruth: Sorry.
Ally gives the young man his license back and sends him on his way.

Back to present day
Cece: This happened last week?
Ruth: Yeah, last Tuesday, when you were working late?
Cece: Mmhm....
Cece goes off to find Schmidt.
Cece: (Loudly) Schmidt!
