When I have a picture and I want to cut out the background with the wand thing it doesn't become transparent, it just makes the background transparent, then I can't copy and paste the forground, just the background. Anyone know how to help?

That's because you still have the background selected with the Wand tool, after clearing out the background. Go to Select\Inverse, then you will have the foreground selected and can use it for other work.
