If Octavia and Lincoln had realized their plans in Season 1 to go to Luna, then I think Octavia would have been able to build up a good relationship with Luna.
After Lincoln's death, Octavia was in fighting mode ... it would have been very difficult for her and Luna to get along with their different ideologies. If Octavia would have spent a lot of time with Luna's clan, maybe this would have calmed her down and made her more peaceful, who knows  __________________

 We’ve talked about how Lincoln’s death altered Octavia permanently but also, not being integrated into Luna’s clan and living their way of life could have made a huge difference as well.__________________
