I agree. It would have been nice. It speaks to the warmth that Chelsey projects as an actress, though, that lots of fans love and appreciate the character even despite her small screentime, though.

She did a lot with a small and undeveloped role.

Absolutely.

I feel like a lot of Harper's charm/likeability is because of Chelsey herself.

Me it was the other way around for since I liked Harper when I was just watching and wasn't into any of the fandom yet. Having this thread has allowed me to get to know Chelsey better and become a fan of hers.
