The first thing that came to my mind is Leeloo from The Fifth Element and now I have an image of Bob in that outfit.

And Sarah, let's just say I like Halloween, ok!!  I have quite a few wigs and I refuse to throw them out, they will always come in handy for something!__________________

Nope, it's not in the local culture.
 Some people do themed Halloween parties but it isn't very widespread. Awh, the Crashdown waitress outfit would make such a cute costume. __________________
