It's complicated but she didn't, the liars were also kidnapped by A too and he put them all through hell, they found a way out but Alison, ezra and caleb found them too. Ali put her own life in danger to save them! and major character development happened too, she used to torment mona and then she pulled her into her and Emily's hug.

Yes, she was in jail for a bit, the liars turned on her but then they found out she didn't really kill mona, before they found out she was alive.
