I think it was just Julie teasing Joseph tbh, but he started talking about it with the others I guess so she had to do it..

Joking aside, Julie already said on Twitter that they have half of S4 already planned out, so I think KC was planned since the end of S2.

If you have a thirsty man (Joseph), wandering the desert, looking for some water (possible love interest), you don't give him just a drop of water (tease, then take it back). You give him bottle after bottle (K/C moments).
