Technically NCIS agents are allowed to have romantic relationships. Gibbs has the rule against them. However, like others have said, Tony doesn't seem to have a big issue with breaking those rules from time to time and maybe Gibbs will give them a break eventually.

I hope Gibbs would give them a break about it.
I think if they even tried to keep it a secret (like so many fanfics out there have) Gibbs would know. He always knows! __________________

I'm not positive, but I believe if a relationship develops between people they are put with different bosses.

Yeah, I'd think so, and it would be the reasonable thing to do as well.
Though I don't think that if it ever happened that Gibbs would have one of them move to another team. He'd rather fight to keep them both on his. __________________

Yeah, it's reasonable and understandable to separate them if a relationship was to develop.
I don't think Gibbs would allow they team to break up because Tony and Ziva got together. __________________
