So funny, here is a theory!

First off, look the picture where the whole team is standing in front of DiNozzo. Deeks and Nell - weird, Kensi - training, Eric, Callen, Hetty, Granger - normal and Sam - something? So they probably had free time and arrived quickly on the job (Deeks and Nell hanging out? )... This Sam outfit I have never seen. Seems like a full comedy episode, I hope it reachs the hype!

Thanks for those MG. At first I thought he was dressed like Mork from Mork and Mindy, but forgot that Mork's suit was red.

That's a good guess about why they are dressed like that believer14. The only other thing I can figure is some of them were at a Halloween party or something maybe?

Really curious to see what is going on

I haven't seen that, but I have seen the trailers for it and it totally does Maybe that's what he was going for?
