Perhaps it had to with her being a career woman in law enforcement in late 1970s-early 1980s United States and also being a closet lesbian.

I didn't like that either. It seemed like she wasn't involved at all with the research or the killers. And she's supposed to be something of the driving force behind it all.

I think they wrote her like that to reflect the times. Because she was a woman she was excluded many times from the limelight.
