They’re coming to do a pre-move out walkthrough of my apartment to see what work needs to be done before they get a new tenant, doesn’t that usually happen after the person moves out?

These days they usually do it before you move out, because in most states, you have a right to be there. It you're there, they may point out things that they could charge you for or deduct from your security deposit, giving you an opportunity to fix the problem and avoid the charge.
