I don't think when they wrote that speech they planned for it to be Barney but it worked out so well.
I think the first time she even dressed up for halloween was for Barney, I think, from what I remember but I could be wrong. also, I always wondered about her being friends with Barney's dad on facebook especially since they weren't together at the time and I don't think he really knew her.. so I looked and she first dressed up in the ****ty pumpkin returns which I think is when she found out barney was a quarter Canadian and tried to get him to wear a mountie costume but he went as Apollo Creed instead, she was a hockey player.
 Barney and Robin only ever acted like idiots over and with each other and I love it. __________________
