I know that it was a given that Brandon was supposed to become just like Jim. It was mentioned several times. But was it mentioned that Brenda was supposed to be like Cindy one day?

I don't think Brenda is like Cindy. Brandon in his early years seemed more like Cindy but I think he became a bit more like Jim. I think Jim and Brenda seemed to have personality clashes. Brandon seemed more mild-mannered like Cindy but this is my opinion

No, she was not like Cindy, but I think a premise in the beginning might have been that she would become like her one day, just like Brandon was supposed to become like Jim (and that was mentioned a couple of times). Brenda and Brandon were supposed to be sort of parents to the lost 90210 kids, although some of them were more experienced than the twins. Their role was to keep them in check.

It seemed Brenda was more like Jim in a way and Brandon being like Cindy at the start of the show but I think Brandon became more like Jim later. Either way, Brenda and Brandon kept others in check for sure
