Civilians are always the ones to pay the price. The workers at the World Trade Center didn't have anything to do with why bin Laden was pissed off. Iraqi civilians didn't have anything to do with 9/11. Israeli concert-goers aren't responsible for the admittedly terrible actions of the Israeli government. And Palestinian women and children aren't responsible for Hamas.
