It's weird to think of how things would of happened if Lilly wasn't murdered or there was no case. But if there was no case, Veronica probably wouldn't of ever met Leo.

well that wouldnt be entirely true since keith would probably still be sheriff and if leo still became a deputy.. it's not like he became a deputy cus lilly kane was killed, they would have met and if lilly hadnt been killed, she and logan would still be having their on and off destructive relationship

well she met leo bringing keith food and scoping out the place yea.. but she didnt know leo and actually go intending to use him, the opportunity just presented itself and she took the chance to use him. if keith was still sheriff, she would be at the station from time to time anyways, not hard to think she would have met leo and talk to him then regardless
 at the very least, i think leo would have tried and do some harmless flirting with her__________________

i know she said it.. i mean their actual iinital meeting had nothing to do with the case.. she was bringing food for keith and leo was the one who started flirting with her and then she saw that ok i can use this to my advantage and use him to get to the files
if she had met him the same way pre-series without any lilly case to work on, you dont think she would talk or be interested in him at all? i can see maybe she wouldnt first see him and want to date him already but a friendship and potential relationship would not be a stretch __________________
