We know he isn't sheriff - or, actually, there might be a way around that. Thomas has said Marcia Langdon is POLICE CHIEF in an incorporated Neptune. Keith could be the sheriff in the non-incorporated part / part outside the incorporation borders. Which is probably where most of the crime happens anyway.

It seems as though V is in charge at Mars Investigations, though, because from what has leaked of the plot / characters it specifically says about two of them that they hire VERONICA to look into the death of their son.
