How can I add new forum in this forum? I would like to add Flash, He-man or about cartoon tv shows

We have a Requests board for requesting such things, but I'm not sure how many votes such requests would get, we have a general Cartoons board here. The Requests forum is here but you need at least 500 posts to make a submission.
