They implied it but he was single and Peyton was with Lucas when he came to Tree Hill. I'm not sure it was true, but he said more than once that he only came because of the book and not because of Peyton. But I think he lied at first. He was really shocked when he found out that she was pregnant.

I think he was still had some feelings for Peyton when he first arrived, but they soon disappeared.

I think it was the same with Brooke and Lucas. Time had changed her and she realized that she didn't love him anymore. When Julian asked her if she still had feelings for Lucas and she denied it, I'm sure she told him the truth.

Yeah, but I think she got over him long before Julian asked though.
