A warlock of any real power could do a whole hell of a lot more than that. Giles was just able to do the odd casting here and there. He was a layman.

He could have, he had so much knowledge about it all, & could do a spell or two when he needed to

I felt it was a bit artificial how they mostly kept Willow from using her magic ("Wicca who won'ta") for most of season 7. I also dislike how they took away Willow's powers in the comics by getting rid of magic, but at least they reversed that.

Happens a lot in superhero comics. The X-Man, Nate Grey, son of Jean and Scott, was a classic example in the '90s. I've read that the Sentry was a classic example in 21st century Marvel comics.
