Agreed. Totally agreed. In regards to your first question, if its with Jack, it should be in Russia (Aka Minesota or somewhere else with a lot of snow ) and if its with Tony it'll be in Washington.

To be fair even if it's Jack doesn't necessarily need to be Russia. You basically can use the excuse of a secret Russian base/camp/prison.
Whatever happens the first episode needs to be awesome to make up for that damp squib of an ending.

Agreed, that whole season 9 ending frustrated me. It was just a huge let down.

I think if the show ends forever with Jack in a Russian prison, it will be one of if not the worst ending ever.

Well for me I disliked all the endings... as far as for Jack Bauer's character.
I felt Season 4 had probably the best closure of a season. Like if 24 didn't return after that... it felt like the end, and it started a new era sort of. Season 5 of course was the best season... the ending for Jack sucked. Season 6 was probably the best Jack not getting beat up ending, although he had to let Audrey go, it was nice to see him not get kidnapped, dealing with torture and just craziness at the end of it.

Yeah but it fitted the narrative of the show while leaving it open for another run...
