The CIA had the key to the Passenger documents code, they told Lauren they had it (in order to "smoke her out") and sure enough, Lauren snuck around and duplicated the key. Then they set up the marriage counseling thing in order for Vaughn to go with her to see her mother and he and Syd watched her meet with her mother and discuss the documents. ?
