I feel chemistry is the most important, but good writing helps as well. Otherwise, you just like their scenes cause the actors are great together (and some have to make the most out of the garbage their getting) I agree buildup makes the evolution of the couple even sweeter, which they wrote PERFECTLY for Pacey/Joey. So they had the chemistry, great writing, and buildup. I miss great buildup cause the payoff is so great. Now most couples are rushed into sleeping together then they build them up from there, or they muddy the pairing by being on and off with them cause their forcing another damn triangle. I do like a few more recent couples but TV couples were written so much better in the 90's IMO. Now if I like a couple I expect the show to ruin them unfortunately but in the 90's couples had great writing, buildup, and payoff.

Pacey and Joey also had the best buildup and payoff with them reigniting their romance years later and ending up together. It was always clear they should end up together and the writers made the right choice. Most of the time the couple I love makes all the sense in the world then they don't end up together. P/J are one of the few couples I love that are endgame. It just seems like writers now just throw away the great potential of goldmine couples they have. It's like they love to shoot themselves in the foot.
