Sylvie went to ask Cruz something and he thought she was gonna ask if he had proposed to Chloe yet and he told her no, he hadn't because they had broke up, etc. Sylvie went later and talked Chloe after she had found out what happened. Chloe was just afraid of the not knowing whether Cruz would be alright, if he would get injured, etc. while doing his job.
Chloe went and found Cruz later and they had a nice talk outside, she had baked some cake pops for him and the frosting on them spelled out "Ask Me" so he asked her to marry him and she said Yes!
