I see it like that tbh. Yes, Tony warned her, but she did helped Steve and Bucky to get away at the airport which meant that in everyone eyes she broke the accords. Also I read something a long time ago that she might have been there with Steve at the end of the movie with helping the others to escape prison. I don't know if it is true, but seeing how they were together right from the start in IW I wouldn't be surprised that she went to find Steve right away after running away.
