I didn't think it did make much sense with the lack of scenes they shared when I was watching.
However, I do think the main issue was CLEARLY the writers had no legit way of how to write Sucre... you can clearly see that.
C-Note... they didn't have story for him as well but since he wasn't as popular as Sucre, it was easier to write him out... Sucre was popular so I believe they kept him around based on the fans popularity vote...
