I think RF was surprised that Sara did the one thing he never thought anyone would do. He thoght everyone with that power would try to help themselves, he didn't think anyone would take away the spears power. He didn't know that Sara is afraid of having powers because of her darkness.
So its not so much that she outsmarted him he underestimated her. That probably doesn't happen to him often. That's why I think Sara always seems to earn the respect of the villains. She's different than the rest of the heroes they come across. Darhk respected her in the end as well.
