Leonard is Inspector Gadget, Howard and Bernadette are Bert and Mary Poppins, Raj is Judge Judy and Anu looks like she's the constitution or some kind of law. I'm not sure if Amy and Penny are supposed to be specific people or not. Amy might be a Jane Austen character or someone from Downtown Abbey, but I can't see enough of the details in her hat to know for sure. I'm not sure about Burt's costume either - looks like an old time announcer.
