Joey/Rachel did start getting more moments in seasons 5 & 6, but the writers did say they hadn't considered it back then...
It would have been interesting to see back then, we would have got a lot more J/R which I would have loved, but I also love the way that he did fall for her & seeing how close they became as roommates, I don't think I'd want that part of their story to be any different
