I think the TCAs are in California. Most shows film in/near LA, so it makes sense to have the TCAs near LA so that most shows can go.
Criminal Minds has been at every TCA since 2005. I think only new shows and some older shows get panels, but they usually have an after party that the casts from all shows are invited too.
