Bringing Jackie and Hyde together romantically was the highlight. They didn't know how to top that, so maybe they decided to go the other way?
But, really, their main problem was not thinking about character deeply enough. If they had, about Eric's, Donna's, Jackie's, etc. motivations and goals and personalities, they could've found plenty of internal and external conflict to write stories about.
So let's say the show decided to let Eric and Donna have a longer engagement instead of pushing them to get married (or not) by the end of season 6, we could've actually see them enjoy their engagement a bit instead of worrying about Red and Kitty's approval and without Eric lying to Donna and acting out.
