Well let's not forget why Haley stopped being friends with Lucas in season 1, it was because she felt it was wrong of Peyton and Lucas to kiss behind Brooke's back.
So, I think the writers (at least in my opinion) always so shades of their friendship slwoly being their. Even Brooke calling Haley "Tutor Girl" was a popular thing.
I think in general, for season 1 Brooke was only really written as Peyton's BFF with a huge thing for Lucas but her personality was a bit of the mean girl. But I saw moments when I could see them being friends.
Of course season 3 is the season that really pushed their friendship because in season 2, Haley was rarely there. In the beginning of the season they had some scenes but still not BFF status.
