I def think that the cultural references can make it hard for people outside of North America to relate to. I also think it really hits that nostalgia button and is popular with the plus 30s crowd.
Shadowhunters is roughly based on a Harry Potter Fanfic and is about a league of special humans that save to protect regular humans (mundanes). It's kind of complicated but here is a synopsis
