I really think it's Tom because he is the one who can really keep Red and Liz apart... If there's one thing they don't agree about, it's Tom. And we know how much Tom hates Red, he would do everything he could to get rid of him as well.
Because that's exactly how it is... If Baz wanted to kill her, he would have done it right away. He's such a good shooter, he wouldn't have had to wait for Liz to get out of the car. And even when she was, he didn't shoot Kaplan. I think it speaks for itself.
And honestly, Mr. Kaplan being the shows best shooter... Come on. Because she once shot somebody. But yeah, everybody sees, what he/she wants to see.
