I think it's possible Bailey was worried about her job, and whether it was in danger if she went against Catherine wishes. So Bailey went with it, but was afraid of to tell Richard. And then went about it too hard, in how she dealt with Meredith or others...
In some level she is thinking about the hospital and that is her job above any friendships she might have felt with others. Richard was forced to do that when he had the job. But how it was done was wrong...
