You can find fanfiction where it's an adult love story, and I've heard other fans talking about it that way. I'm fairly sure the writers thought of it as a romance, just judging by the other stories where underage sex came up. Look at Riverdale where it's still not cast as abuse, from what I've read.
But even writing it as a romance, it comes across as abuse to me on DC. Especially given how casually abusive Pacey's homelife is in s1. He's an insecure, immature 15 year old who wants to be grown up and wants someone to care about him. I hope Dawson's version doesn't have that storyline, lol.
