Personally, I thought the snooze fest, as you say, was the Frozen arc. As for last season being balanced, I disagree. There wasn't enough Snow, Robin or Belle. Sure, Emma, Hook and Regina had a similar screentime, but the rest, not so much. Last season started ok, but the Underworld arc was tiresome.
Regardless, though, your post was still inexact, since you claimed Emma had less screentime than Regina last season within the same number of episodes, and the numbers you posted proved the opposite. And, from what I remember, this doesn't come even close to the discrepancy in screentime in season 4.
Truth is, this show has been umbalanced since season 4 At least, this time, they have the excuse of the same actress playing two characters, something that has never happened before.
